Local Law No. 2 of 2024, adopted 10-8-2024, added Article IX (§§ 455-51 to 455-56) to the zoning chapter. § 455-53A permits short-term rentals "in the following Zoning Districts: RC, M1 and M2 ONLY" — that is the restricted-business and the two manufacturing districts. STRs are NOT permitted in the R Residential or RA Multifamily Apartment districts at all, which is where essentially all of the village's housing sits. Beyond the district ban: A MAXIMUM OF TEN STR PERMITS PER CALENDAR YEAR WILL BE ISSUED VILLAGE-WIDE, one per building or structure and one per parcel; applications must be filed at least 60 days before the start of business or before renewal; a building-department inspection is mandatory and refusing it is grounds for denial; a permit is NOT TRANSFERABLE to another person or property and a new owner must obtain their own before operating; subletting by a tenant is prohibited; and quiet hours apply. The stated purpose includes "prohibiting the use of STRs in certain Zoning Districts" to protect housing choices for permanent residents.
