ADUs vs. short-term rentals in Hunter

No local short-term-rental law on record - which is not the same as permission for Village of Hunter. Town of Hunter Local Law No. 2 of 2023 says the opposite of what was recorded here. § 1.A states its purpose is 'to regulate the short-term rental of dwelling units within the Town of Hunter OUTSIDE OF the Village of Hunter and the Village of Tannersville', and § 1.B: 'This section shall apply to all properties within the Town of Hunter EXCLUDING the area of the Town of Hunter located within the Village of Hunter and the Village of Tannersville.' The exclusion is repeated in the law's operative guest-notice provisions. Nothing in that law reaches a parcel inside the Village. THE VILLAGE'S OWN CODE HAS NO SHORT-TERM RENTAL PROVISION. Read in full 2026-08-27: the Village of Hunter Zoning Law is Local Law #3 of 2013, adopted 14 October 2013 (66 pp.), and the phrase 'short-term rental' appears nowhere in it. The Village's complete Local Laws page — which is current, listing Local Laws 1, 2 and 3 of 2026 — carries only the Zoning Law, the Subdivision Law, the 2023 annexation law and three 2026 tax-exemption and tax-cap laws. There is no STR permit, registration, licence or occupancy regime of the Village's own. WHAT THE VILLAGE CODE DOES CONTAIN is a Bed and Breakfast use — 'a private dwelling in which at least one and not more than five rooms are offered for rent for transient occupancy, in which overnight lodging and meals are [provided]' — listed as a special permit use with a 20,000 sq ft minimum lot in three of the Village's districts, plus hotel, motel and boarding house definitions. A whole-house short-term rental is not named. THIS IS THE TOWN/VILLAGE SPLIT BITING AGAIN: the Village sits inside the Town of Hunter, the Town runs a full permit regime with fire inspections and insurance requirements, and the Village runs none of it. Neither the Village's position on an unlisted transient use nor any pending Village legislation has been confirmed, so this is a dated negative finding and not a permission or a ban. SEPARATELY, GREENE COUNTY OPERATES A FREE SHORT-TERM-RENTAL REGISTRATION through its Customer Portal, and New York State now collects sales tax on short-term rental transactions — that County obligation applies inside the Village even though no Village law does (str@greenecountyny.gov, (518) 943-3223). Call the Village at (518) 263-4020 and get its position in writing before underwriting nightly income.
