Short-term rentals
Short-term rentals allowed with local rules. Short-term rental is a defined and regulated use in the Town of Carmel. Under § 156-36.4 an STR REQUIRES a special use permit AND site plan approval from the Planning Board. Standards: not more than four bedrooms may be used for rental, no more than two people per bedroom, every rented bedroom must meet the NYS Building and Fire Code with compliant smoke alarms, and a floor plan identifying the guest bedrooms must be filed with the application. Short-term rental appears as a listed accessory use in the LDR, MDR and HMC districts only. Separately, since 2025 New York State requires every short-term-rental host to register the unit with the State through the county registry, regardless of what the municipality allows.
