A hundred percent coverage with zero setbacks is full-lot, party-wall, build-to-the-sidewalk urbanism: the entire parcel may be built upon, edge to edge. That combination is the dimensional signature of a highway or arterial commercial strip — buildings set back from the road for parking and visibility, but free to abut one another on the sides and rear — where the CBD's zero front yard produces a continuous street wall. A 5,000 SF minimum lot with NO MINIMUM LOT WIDTH AT ALL — the only district in the Village where the width column reads 'None' — 50% maximum building coverage, no landscape requirement, 4 STORIES OR 50 FT (tied with the CBD for the tallest in the Village), and NO front, side or rear yard. Chapter 205 defines no short-term rental, vacation rental or transient-occupancy use, and Schedule A, the Schedule of Uses by Zoning District, lists none. There is no registration or licensing requirement. THE ENUMERATED TRANSIENT-LODGING USES ARE TWO AND BOTH ARE CONFINED TO R-2: the BED-AND-BREAKFAST and the BOARDING OR ROOMING HOUSE, each permitted by right in R-2 at a 15,000 sf lot and prohibited in R-1, CBD, C and M/CEE. A SCHEDULE A FOOTNOTE ADDS THE ONE EXCEPTION AND IT IS WORTH KNOWING: owner-occupied bed-and-breakfasts are ALSO allowed in the HISTORIC DISTRICT by special permit, and the footnote states expressly that THE OWNER MUST RESIDE IN THE BED-AND-BREAKFAST STRUCTURE. That owner-residence condition is the Village's only rule anywhere touching short-stay accommodation, and it applies to the Historic District route only. Schedule A uses an explicit key — P for permitted, SP for special permit, X for prohibited — so a use marked X is affirmatively prohibited rather than merely unaddressed. Recorded 'unknown' rather than 'prohibited' because the Village has never legislated on short-term rental specifically, and whole-house rental of a permitted one-family dwelling is arguably the residential use itself. Absence of a found STR provision is NOT permission. Ballston Spa is the Saratoga County seat and a walkable historic village a short drive from Saratoga Springs, so short-stay demand is real — get a written answer from the Village before underwriting it.
