| Town-Wide Land Use Standard — PROVIDENCE HAS NO ZONING DISTRICTS, and this single record is the entire dimensional code, applying identically to every parcel in the Town. Local Law 2 of 2007, Article III § 2. A 3-ACRE MINIMUM LOT with 250 FT OF FRONTAGE, a 50 ft front yard and 25 ft side and rear yards. There is no district map, no use table and no list of permitted uses anywhere in the law — one zone here is COMPLETE, not partial. FRONTAGE IS A SECOND REQUIREMENT AND IT BITES: 250 ft along an existing public or private street line, rising to 300 FT for any lot with three or more dwelling units. A lot that does NOT abut a road but has access to one must instead be 250 FT WIDE, and its access road must be at least 25 ft wide. A three-acre lot is only about 361 ft square, so the 250 ft frontage rules out narrow or deep parcel geometry outright and will disqualify many nominally conforming three-acre parcels. NO HEIGHT LIMIT AND NO LOT COVERAGE EXIST — maxHeight and maxLotCoverage are null BY DESIGN. The law contains no height article, no coverage percentage and no floor-area ratio in any form; height is constrained only by the NYS Uniform Code and, in the Park, by the APA. Do not import a neighbouring town's figures. MORE THAN HALF THE TOWN LIES NORTH OF THE BLUE LINE INSIDE THE ADIRONDACK PARK, where the APA is a SECOND, INDEPENDENT approval for subdivisions, commercial undertakings and anything touching a wetland — both Town and APA must approve. The APA classes present are Rural Use, Low Intensity Use and Resource Management, but THEIR ACREAGES (8.5, 3.2 and 42.7) ARE BUILDING-DENSITY GUIDELINES AVERAGED OVER A SQUARE MILE, NOT MINIMUM LOT SIZES — the Comprehensive Plan says so in terms, and the APA encourages clustering beneath them. The binding parcel minimum is the Town's 3 acres. ADUs vs. short-term rentals in Providence
No local short-term-rental law on record - which is not the same as permission for Town of Providence. Providence has NO short-term-rental provision of any kind, and in this town that finding rests on an unusually complete search rather than an inference. The Town publishes its entire body of local laws — 47 laws and ordinances running from 1973 to 2021 — and none of them addresses short-term, vacation or transient rental. More to the point, the Land Use Law itself creates NO USE TABLE AT ALL: it regulates lot area, frontage and yards and is otherwise silent on what may be done on a parcel, so there is no enumerated transient use to permit or prohibit, and no bed-and-breakfast section of the kind that carries the answer in most Saratoga codes. THIS SILENCE IS STRUCTURAL, NOT AN OVERSIGHT — a town that never enumerated uses in the first place has nothing to say about this one. Recorded 'unknown' rather than 'permitted' for exactly that reason: the absence of a prohibition in a law that prohibits almost nothing is weak evidence of permission, and the Town Board retains authority to legislate at any time. THE PRACTICAL POSITION IS THAT SHORT-TERM RENTAL IS LIKELY UNREGULATED AT THE TOWN LEVEL TODAY, which is materially different from being protected. Two things still bind regardless: north of the Blue Line the Adirondack Park Agency's jurisdiction over commercial use is independent of the Town, and New York State has required every short-term-rental host to register the unit with the State through the county registry since 2025 whatever the municipality allows — Saratoga County HAS adopted a county-level short-term-rental programme: a 3% occupancy tax and a MANDATORY county registry, covering any room or space in a dwelling let for under 30 consecutive days. Registration runs two years, an unregistered host faces fines of up to $500, and the booking platform is separately liable for processing an unregistered listing — so Airbnb and Vrbo will delist. The City of Saratoga Springs runs its own registry alongside it. Confirm in writing with the Town at (518) 882-6541 before underwriting short-term-rental income, and note that the Great Sacandaga Lake frontage is precisely where that demand sits and precisely where a future local law would land. These are separate questions from whether you can build an ADU — a unit you're allowed to add isn't automatically one you're allowed to rent nightly, so check both.
