ADUs vs. short-term rentals in Corinth

The BED-AND-BREAKFAST is a site plan review use in VR-I and VR-II at 15,000 sf with 150 ft of width and 60% coverage; in Suburban Residential at 1 acre with a 20% MAXIMUM COVERAGE — the lowest figure in the entire schedule, lower than the 30% allowed for the dwelling it would occupy; in Village Business at only 5,000 sf with no setbacks and 100% coverage; in the Gateway Corridor at 10,000 sf but 300 FT OF LOT WIDTH with 75 ft front and side and 50 ft rear setbacks; and in the Secondary Gateway Corridor at 10,000 sf with 100 ft of width and a 40 ft front yard. COMMERCIAL LODGING is the larger use, at 20,000 sf in Village Business and 40,000 sf at 300 ft of width in the Gateway Corridor. Schedule 1 separates Permitted Uses from Site Plan Review and Special Use Review uses, so a use appearing in none of those columns for a district has no route to approval there. Recorded 'unknown' rather than 'prohibited' because the Village has never legislated on short-term rental specifically, and whole-house rental of a permitted single-family dwelling is arguably the residential use itself. Absence of a found STR provision is NOT permission. The Village sits on the Hudson at the Adirondack Park boundary near Lake Luzerne, and the surrounding Town of Corinth expressly recognises its tourism and recreation industry — so short-stay demand here is real and unaddressed. Get a written answer from the Village before underwriting it. Separately, New York State has required every short-term-rental host to register the unit with the State through the county registry since 2025, regardless of what the municipality allows, and Saratoga County HAS adopted a county-level short-term-rental programme: a 3% occupancy tax and a MANDATORY county registry, covering any room or space in a dwelling let for under 30 consecutive days. Registration runs two years, an unregistered host faces fines of up to $500, and the booking platform is separately liable for processing an unregistered listing — so Airbnb and Vrbo will delist.
