Occupancy is set by the CEO from the bedroom count under the NYS Building Code and IS CAPPED AT FIFTEEN SLEEPING PERSONS — anything sleeping more than fifteen is not an STR and falls under the hotel/motel rules. ALL PARKING MUST OCCUR ON THE PARCEL; no guest, renter or visitor parking on any road, and failure to comply at all times revokes the permit until remedied. An emergency number must be posted, and ALL EMERGENCY CALLS MUST BE ANSWERED WITHIN SIXTY MINUTES. Liability insurance is RECOMMENDED, not required — the law suggests dwelling value plus $300,000 of third-party cover. The permit term is one year, renewable with a fee set by Town Board resolution; the CEO may inspect annually and MUST inspect every three years. Permits attach to a single tax parcel and ARE ISSUED ONLY TO THE PROPERTY OWNER of the STR being registered. Failing NYS Sanitary Code water standards obliges the operator to tell guests and supply bottled water until fixed. Fire safety follows the National Fire Safety Code with annual extinguisher certification and an affidavit at each renewal; the 911 number must be displayed at the curb in numerals at least four inches high; any STR of five bedrooms or more needs exit placards on the inside of every bedroom door. ENFORCEMENT runs as a zoning violation: 30 days to cure, first violation a warning, then $500, $1,000 and $1,500, and THREE VIOLATIONS IN A CALENDAR YEAR REVOKES THE PERMIT.
